Until recently, Cambodia had no specific rules regarding online piracy. However in 2011, they passed an intellectual property rights law. This law prohibited recent movies from being shown on TV or being sold on the shelves of pirated DVD stores. When this law was passed, it only was specific to ten movies though more were added.

We realize that was a fledgling law and something is better than nothing, but immediate questions arise about this law. The first question to be answered is how long will the movies stay off the shelves? Cambodia is still very heavily dominated by pirated entertainment. Will the  piracy law also affect other outlets? If so, the average entertainment pirate on the street could be affected by this law and have their movies confiscated.

Needless to say, some of the laws seemed to be just window dressing. In June of 2015 however, Cambodia did enter in the Madrid International Trademark System. This system is noted as a one-stop shop for protecting intellectual property rights in 95 different countries. Superficially, that also seems to be a very positive move. Though the country seems to have another problem, pervasive corruption. For street or stall vendors, it is not hard to persuade the police to “Go away”.

Internet wise, most of the traffic is via mobile device. It is estimated that up to 50% of Cambodians were able to access the internet by using their mobile phone. Not counting mobile coverage, just over 6% of the population has internet access. That is because of massive deficiencies in the fixed line network. That said, the Cambodian government routinely blocks websites that have explicit content, or show discourse. Recently though, they have been more lenient on discourse websites or blogs.
